Law Enforcement Casualty Care - Tactical Medicine - Tactical Emergency Casualty Care

DESCRIPTION: This 24-hour course teaches law enforcement the basics of emergency medical skills in high-risk environments. Peace Officers will develop and apply life-saving strategies while employing law enforcement principles to deliver on-scene emergency medical care. Students will participate in multiple practical applications and scenario-based training exercises utilizing proven protocols and standards developed by the Committee on Tactical Emergency Casualty Care (C-TECC). This course is approved for 24 EMS Continuing Education Units for students with EMT or Paramedic licenses.  This is also a California Emergency Medical Services Authority (EMSA) approved Tactical Lifesaver course.  Students will learn:

  • Hemorrhage Control: Tourniquet application, pressure dressings, and hemostatic agents
  • Basic Airway Management: Casualtypositioning, use of NPA, and various chest sealsLECC_Clip_2.jpg
  • Casualty Movement: Officer down rescues in various conditions, remote casualty assessments

These crucial skills can be applied in the direct threat, indirect threat, and evacuation phases of care.  Students will participatein scenarios using marking cartridges on day three.  Please refer the required equipment listed below.

INSTRUCTORS: Brendalyn "Val" Bilotti RN, BS, CQM, CHV-IV, CHSEMR, CRC . Ms. Bilotti is a credentialed California educator with the Alameda County Sheriff's Office Regional Training Center. Ms. Bilotti is a graduate of the the POST Master Instructor Certification Course and is a Master Instructor. Ms. Bilotti has served as the Medical Branch Chief for Urban Shield since 2007 and is responsible for all real world medical and tactical medical support functions of this Full Scale Exercise. Ms. Bilotti is a recognized leader in TEMS education and is responsible for the progressive medical curriculum offered by the Regional Training Center. Ms. Bilotti combines military medical experience with over thirty years of homeland security service to address the educational demands of California law enforcement, first responders, and emergency personnel. Ms. Bilotti will be assisted in facilitating this course by Subject Matter Experts in the medical/law enforcement field.

Sergeant Scott Sylvester:  Sgt. Sylvester began his medical training as a Red cross certified lifeguard and progressed into teaching 1st Aid / CPR to civilians and Agency staff.  He has been a lead instructor for the ACSO program since 2010 covering Academy and In-Service training.  Sgt. Sylvester graduated from the ISTM and the FLETC Basic Course as a T-CCC First Responder.  From 2014 - 2018 Sgt. Sylvester served as the Medical Branch Supervisor for the Urban Shield Exercise.  Sgt. Sylvester was instrumental in scenario development for the LECC Course and has been a co-instructor since inception in 2015.  He is a certified Emergency Medical Technician (EMT) as well as a Tactical Medical Technician (TMT).

Jason K.: Jason has more than 20 years of experience in Emergency Medicine, Law Enforcement, and Public Safety, including assignments to Basic and Advanced Life Support, Neonatal and Critical Care Ambulance Units.  He is certified in Firearms Instruction, Defensive Tactics Instruction, and has an extensive background in Counter-Terrorism.  Jason is a graduate of numerous Tactical Medical programs, and is currently assigned to a Special Operations Unit as a Tactical Medical Specialist. Jason has extensive instructional experience in many aspects of Emergency Medicine, CPR/ / AED/ First Aid, Tactical Medicine, Wilderness Medicine, and Pre-Hospital Care. He has a passion for teaching, and he has instructed programs for all levels of citizen rescuers, Law Enforcement, Emergency Medical, Fire Service, Military, SWAT, and Special Operations personnel. Jason has traveled and trained extensively both domestically and internationally, and currently works in Emergency Medicine as well as Dignitary and Executive Protection.

Chris Yamamura: is a USMC veteran and Combat Life Saver (CLS). In 2009, Chris began his career in EMS as an EMT and later paramedic, serving multiple counties in the San Francisco Bay Area. During his career, Chris has been a paramedic preceptor, FTO, supervisor, and continuing education instructor in AHA and NREMT certification courses. He assisted in spear heading the creation of the Alameda County tactical medic team also known as 'ALCO TEMS' in 2013, providing support to police and SWAT operations and civil unrest events. He currently serves as the Assistant Team Leader and TEMS technician/specialist.  He continues training and instructing local EMT and paramedic programs.  He works closely with Alameda County Sheriff Office as an Urban Shield training site proctor, adjunct/guest instructor for multiple courses including Law Enforcement Casualty Care (LECC), Tactical Medical Training (TMT) 40-hour course.  His' goal as an instructor, is to provide our frontline warriors with the pertinent information that will allow the student to save their own life, the life of their partner, teammates, and family.

PREREQUISITES: Must be a full-time/reserve peace officer. All students who are not members of the Alameda County Sheriffs Office must sign a liability waiver.

PRESENTATIONS DATES, HOURS: This is an 24-hour course that starts at 0800 each day.

CERTIFICATION: POST course certification number 1010-21786, Plan: IV

REQUIRED EQUIPMENT: Students will need the following equipment: Utility/BDU-type uniform with a long sleeve shirt, boots, duty belt/load bearing equipment, handheld flashlight, body armor/tactical vest, and wrap-around eye protection, and if the student desires personal groin protection, for use in marking cartridge scenarios. Students should bring IFAK or medical equipment they are issued or utilize. No blue jeans/denim pants, or red hats allowed. A hydration system, knee and elbow pads, and sun screen are highly recommended. It is also recommended that students bring any specialized equipment they use in the execution of their duties. No firearms are needed for this course.

In all cases, course cancellations less than 5 business days' prior to class start date, may be subject to a course cancellation fee equal to 50% of the course tuition.
